Yes, many full-day and express tours combine both. Check whether admission is included and leave room for traffic and queues; cloud can hide either view even when the tour runs.
Some local cruises use Guanabara Bay or the coast, but many listings are road day trips to Búzios or Arraial do Cabo with a boat ride there. Read the departure point before booking.
They are not Rio neighbourhoods. They require long road transfers, and Ilha Grande also needs a boat connection. Treat them as full-day trips, not quick beach stops.
